Please note that the municipality has constructed a plot connection and water and sewer connections, the construction costs of which for property 858-1-8090-4 amount to €4,037.34, including 25.5% VAT. The price excluding VAT is €3,217.00. The municipality will charge the above-mentioned costs to the future tenant or buyer of the property when the plot is transferred.

The soil at Anttilanranta

The municipality of Tuusula has conducted general soil surveys for land use planning and municipal engineering construction. When applying for a building permit, the purchaser of the plot must submit a more detailed soil survey and foundation method survey for the specific building site. The purchaser of the plot must note that the responsibility for the foundation method lies with the purchaser/builder and not with the seller of the plot.

In accordance with Section 139 of the Environmental Protection Act, the seller hereby declares that the Anttilanranta town plan area, blocks 8092 and 8093, has been home to, among other things, Hankkija’s former grain processing plant, a poultry house, storage buildings and a potato cellar. The buildings have been demolished. An environmental technical survey

was conducted in the area in spring 2017. During the survey, a 0–3.5 metre thick layer of fill soil was found in the area, containing small amounts of wood and stone waste. If it transpires that there is waste or old structures such as cables, pipes, poles, concrete structures or similar on the property, the buyer is obliged to remove them at their own expense to the extent required for construction.

Plots are applied for during the specified application period, primarily using the electronic application form. You can find all application forms on the page “Application forms for detached house plots”.

Reservation fee

A reservation fee of €1,000 must be paid to the municipality for the reserved plot within approximately two weeks of the transfer decision being made. If the reservation fee has not been paid by the due date, the decision will lapse and the municipality will have the right to transfer the plot to another applicant. The reservation fee will be refunded to the recipient of the plot upon signing the final agreement. If the recipient of the reservation cancels the reservation, the reservation fee will not be refunded.

Sales contract/lease agreement

The deed of sale or lease agreement must be signed within approximately three months of the decision to sell being made. If the signing of the deed of sale is delayed without an acceptable reason, the municipality has the right to revoke the decision and transfer the plot to another applicant.

The date for signing the sales contract or lease agreement will be agreed separately.

The rights and obligations of the recipient of the plot are finally agreed upon when the deed of sale or lease agreement is drawn up. The municipality draws up the deed of sale and lease agreement. 

Purchasing a plot of land for a detached house

The purchase price shall be paid against an invoice to the municipality’s account before the deed of sale is signed.

The buyer must apply for registration of title (registration of ownership) for the plot within six months of the date of the transaction. Instructions for applying for registration of title can be found on the website of the National Land Survey of Finland.

The buyer pays a transfer tax of 3% of the purchase price on the transaction.

Renting a detached house plot

The lease term is 50 years. The

annual rent is 5% of the purchase price, tied to the cost of living index known on the date of signing the lease agreement.

The first rent payment for the plot will be collected in such a way that, upon signing, the partial rent for the year of the agreement will be collected from the start of the lease period until the end of the year, and the full rent for the following year will be collected. Subsequent rents will be paid annually by the end of June. If the lease agreement is cancelled for reasons attributable to the lessee, the rent paid will not be refunded. In other respects, the provisions of the Land Lease Act shall apply.

The tenant of the plot has the right to redeem the building site at the purchase price within three (3) years from the date of signing the lease agreement, provided that the rent has been paid and the construction obligation has been fulfilled. After the deadline, the redemption price shall be determined in accordance with the price decision approved by the council in force at the time. Municipal engineering fees and property formation fees shall also be charged for leased plots. 

The municipality will apply to the National Land Survey of Finland, in the name and at the expense of the tenant, for the registration of the leasehold right and for a mortgage deed secured by the municipality as security for the lease payment, which is five times the annual lease payment. The municipality will charge the tenant €250 + 25.5% VAT for this service when the lease is signed.

Delivery costs and other costs

Before signing the deed of sale, the municipality will charge the buyer of the plot €1,100 in property formation costs and €138 in transaction confirmation costs.

Some of the plots have a real estate easement/right, for which a separate easement agreement has been drawn up. The easement agreement specifies the distribution of the costs of establishing and maintaining the easement. The costs are not included in the purchase price. The costs will be invoiced at the time of the transaction.

Construction obligation

The construction of the building must be completed within three (3) years of the signing of the deed of sale to such an extent that the building control authority can carry out the acceptable commissioning inspection required by the permit decision. The municipality may extend the deadline upon written application and for compelling reasons.

The construction obligation is considered to have been fulfilled when at least 70% of the building rights permitted in the plan have been built.  

Contractual penalty and damages

A contractual penalty shall be charged for the period of delay in fulfilling the construction obligation, which for plots for sale shall be 20% of the purchase price of the property for each 12-month period beginning after the expiry of the deadline until the construction obligation has been fulfilled, However, the maximum period shall be five (5) years, and for leased plots, four times the full annual rent after the expiry of the deadline and for each subsequent 12-month period until the construction obligation has been fulfilled, but for a maximum of four years.

When leasing a plot, the lessee must transfer to the municipality a mortgage on the leasehold and the buildings located on the leased area in the amount of five times the annual rent as security for the fulfilment of the obligations under the lease agreement.

An undeveloped plot may not be transferred to another party. If the plot is transferred before the construction obligation has been fulfilled without the consent of the municipality, the transferee undertakes to pay the municipality compensation, the amount of which is equal to the sale price for plots for sale and 20 times the full annual rent for leased plots.

Water supply charges

During the construction phase, the recipient of the building site will be charged connection and construction fees for connecting to the water supply, sewage system and storm water drainage system in accordance with the applicable tariffs, regulations and decisions made on the basis thereof.

Electricity and telecommunications connections

The connection fees charged by local electricity and telecommunications companies are specified in the connection agreements concluded with the companies. Caruna Oy is the electricity distribution company and Elisa Oyj is the telecommunications company operating in the South Tuusula area
