Employment services
Employment services provide guidance and counselling to (over 29 year-old) adults searching for work or a new career path, and advise the employer or entrepreneur on, for example, employment subsidies or work try-outs. The premises of the employment services are located in Hyrylä, near the essential services.
Employment services for jobseekers
We at the employment services of the municipality of Tuusula help those local residents who need support in finding work or looking for a new career path. The employment services provide comprehensive guidance in your job search. We help you improve your job seeking skills, explore your training options and find a suitable place to work or to take part in a work try-out. The cooperation will start by arranging a meeting with an employment counsellor.
You have the opportunity to access free employment support services in accordance with your own goals and needs.

We meet customers face-to-face, taking into account safety distances and good hygiene practices. If necessary, appointments can be organised as a telephone, Teams, Skype, Google Hangouts/Meets or WhatsApp video call. You will also be able to contact us by e-mail and telephone.

• The Employment Services are available both on site and remotely:
• Visit only when healthy
• Remember to maintain proper hand and cough hygiene and to keep a safe distance from others.
• We recommend wearing a face mask if possible. Face masks are available free of charge at the Employment Services office.
Employment services for employers and entrepreneurs
The employment services advise employers on work try-outs, employment projects and additional pay subsidies. The services include:
- Assistance on determining whether the employer is able to receive a pay subsidy granted by the TE services or to get other financial support for employing unemployed jobseekers
- Coordination of pay costs-related business subsidies granted by the municipality
- Reconciling the needs of employers and those looking for work try-outs or subsidised work and providing support
Municipal supplement for employment
The municipal supplement for employment granted by the municipality of Tuusula is intended for the recruitment, workspace, workwear, orientation and guidance costs related to hiring a person. A company, association or foundation may receive a municipal supplement for employment granted by the municipality of Tuusula when hiring a resident of Tuusula on the basis of the following criteria:
1. The person has been an unemployed jobseeker for at least 12 months
2. The (15–30-year-old) person is a One-Stop Guidance Center customer who is in a difficult labour market position
3. The person is a customer of the immigration services of the municipality of Tuusula (the person is a beneficiary of international protection or has a quota refugee status)
4. The person is an immigrant who is in a difficult labour market position or who is an unemployed jobseeker
5. The person has received passive labour market support for a minimum of 300 days.
Conditions for receiving the benefit
Conditions for hiring a person on the basis of criteria 1–2 and 4–5 mentioned above:
- The duration of the employment or apprenticeship must be at least 6 months (with the exception that, when receiving pay subsidies granted by the TE services, the employment must last for at least 8 months or for as long as the employment condition is met in accordance with labour market policy criteria)
- The working time must be at least 75–80% of the full working time in the sector.
- Discretionary exceptions may be made if the person's situation so requires
- The municipality of domicile of the employed person must be Tuusula from the beginning of the year in which the employment relationship begins
- The total amount of the municipal supplement for employment granted to the same person may not exceed € 5,000 over a reference period of four years.
- The above criteria apply to all other groups except the customers of immigration services (the person is a beneficiary of international protection or has a quota refugee status)
Conditions for hiring a person on the basis of criterion 3:
- The municipality of domicile of the employed person must be Tuusula from the beginning of the year in which the employment relationship begins
- Granting the subsidy is not tied to being the TE Office's customer
- The subsidy may be granted in addition to the pay subsidy granted by the TE Office
- If no pay subsidy is applied for, the maximum amount of the subsidy is € 500 per month, but no more than 50% of the employer's pay costs
- The total amount of the municipal supplement for employment granted to the same person may not exceed € 5,000 over a reference period of four years.
- The employment contract must fully comply with the applicable collective agreement or employment contract regulations
Granting and amount of supplement
The support shall not exceed € 500 per month and may be granted on a discretionary basis for a period of 6 to 20 months per employment relationship over a period of four years. The municipal supplement for employment can be used for all expenses related to hiring a person. The municipal supplement for employment can be obtained at the same time as the pay subsidy granted by the TE Office, but you do not need to apply for a pay subsidy in order to receive the municipal benefit. If a pay subsidy is applied for together with the municipal supplement for employment, the total amount of subsidy to be paid must not exceed the amount of pay costs. When entering into a fixed-term employment relationship, the fulfilment of the employee's employment condition must be taken into account as one of the criteria for granting the municipal supplement for employment.
The granting of the subsidy shall be based on the annual allowance in the budget. The adequacy of this allowance may affect the amount of subsidy to be granted.
If no pay subsidy has been applied for for the new employment, and the subsidy is applied for on the basis of unemployment that has lasted for a minimum of 12 months, the person to be employed must submit a certificate of unemployment as an attachment to the application form (the certificate can be obtained from the TE services via the Oma asiointi e-service or by contacting the regional TE services).
The municipal supplement for employment cannot be applied for retrospectively after the employment relationship has already started. Before applying for the subsidy and entering into an employment relationship, we recommend contacting the employment services at tyollisyyspalvelut@tuusula.fi or the Immigration or employment services manager.
Application instructions for the employer
Once you have found a jobseeker living in Tuusula who meets the criteria for granting the employment supplement, contact the employment services (e-mail: tyollisyyspalvelut@tuusula.fi) and explain your situation.

Attach the employment contract and the possible TE services' decision on the pay subsidy (if the subsidy has been applied for) or a certificate of unemployment printed by the jobseeker (if the employment subsidy is applied for on the basis of unemployment) to the application form.
Once the employment relationship has started, fill in the first payment form for an employment subsidy (form in Finnish). The subsidy shall be paid every 1–3 months in accordance with the information provided on the payment form.
